Roadmap for transferring objects to a competitive environment
Regarding the instruction dated April 10, 2026 No. 12-03/07-1534 (item 1.2.1.1), the Ministry of National Economy of the Republic of Kazakhstan (the Ministry) reports that, within the meeting of the Commission for Demonopolization of the Economy (item 1.2.1.1 of the minutes of the Prime Minister of the Republic of Kazakhstan dated April 6 of this year), instructions were given to develop and approve roadmaps for transferring organizations included in the lists for optimizing quasi-public sector entities and state property objects to a competitive environment. As of today, the New Optimization Plan (Resolution of the Government of the Republic of Kazakhstan dated October 24, 2025 No. 894) includes about 200 objects proposed for transfer to a competitive environment, most of which are natural monopoly entities. The Ministry developed a roadmap template for transferring natural monopoly entities to a competitive environment (appendix 1), as well as for other objects (appendix 2). This template may be expanded and used for other objects. In this regard, we ask that individual approval of the roadmaps be ensured by May 15 of this year, with notification to the Ministry and publication on the web portal of the state property register (gosreestr.kz). If measures are not taken and the specified instruction of the Prime Minister of the Republic of Kazakhstan is not fulfilled, the issue of holding responsible persons accountable for implementing the New Optimization Plan will be initiated (not lower than deputy first head of the state body and organization).
